Your hands are so nimble you could work at a circus. Unfortunately, the army got you first. The only benefit of your skill now is that you swap between weapons and use items quicker!
LEVEL 1 - swap weapons twice as fast.
LEVEL 2 - swap weapons in 25% of the time, use items twice as fast.
LEVEL 3 - swap weapons instantly.
